I think it is best to look at your lifestyle.
For example, I do my martial arts training in the evening. I know that my training is very hard on my body. So I will do my program in the evening after training to "fix" the problems my martial arts training may have created. There are days when I don't do my martial arts training, I know I won't be in front of my computer very much, and I am able to be pretty active throughout the day. On those days, I may do my program early because I know there really isn't anything that is very "negative" that is going to happen to my body. Doing it early makes my body feel good througout the day and being active helps maintain the effect of the program.
I know of some clients who do it in the morning because it makes them feel more less sluggish throughout the day, especially when they are at work. For some clients who have trouble sleeping, I may recommend that they do it in the evening because the relaxed feeling you get after doing their program helps them fall asleep a little easier. For some people it is simply a matter of time. Doing a program is better than not doing a program, so they have to do it simply whenever they have time.
Ultimately though, when a person did it would matter far less if they made more "positive" changes to their lifestyle.
